I play this game in phone
And all time I use tv option it doesn't half the time
I mean
Example I see a video and the time is still the same
Is it phone problem or update problem?

That happens sometimes, TV has always had similar issues showing up but usually they don't last long or happen once every few times to people.

Sometimes your region takes part too. Not sure but it sometimes says that there are no current ads to view at your region, which may be the case.

At german forum they collect the videos that don't work: https://forum.heroze...eit-gutschrift/
you have to name the not working video there. What is not easy to see at phone normally.
It is a problem of the provider of advertisement. And Playata inactivates them or send a request to the provider to change it.
For me the videos at phone work very rarely, especially the ones for refreshing league
